  3. Warning that changes to network charging is ‘strategic risk’ to Government industrial strategy, smart energy

    The Association for Decentralised Energy today warned that Ofgem’s continued approach on network charging creates ‘strategic’ risk to the Government’s industrial strategy and smart energy ambitions, from manufacturing energy costs to battery storage investment. Any Ofgem decision on this issue should err on the side of caution to prevent unintended damage across the economy, the ADE said.

    Installation works have commenced on site, as Vital Energi begin the installation of a new £1.5m Energy Centre, for the new Greenbank halls of residence at the University of Liverpool. Vital Energi have a longstanding relationship with the University of Liverpool and have previously installed the University’s district heating network and converted their Grade II former mortuary building into a CHP-powered energy centre.

    BEIS have been developing their thinking through a series of workshops and meetings associated with the Industrial 2050 Roadmaps project over the past year, and now have a clear structure for how they intend the Recoverable Heat Support Programme (RHSP) to work. BEIS are planning on launching a public consultation and call for evidence in early 2017, but before then would like to invite participants in a pre-consultation workshop to help test out their approach to the consultation. This workshop will be an important step in the shaping of the RHSP, and an opportunity to provide views before the scheme gets to formal consultation stage.

    This statutory consultation follows on from Ofgem's recent ‘informed choices’ policy consultation. They are seeking views on introducing new principles into the supply licence in relation to tariff comparability. Ofgem will also be consulting on reforms to the rules on sales and marketing to make greater use of principles.
