Joint ADE and ACE response - Call for evidence on Helm Review

We welcome the Cost of Energy review by Professor Dieter Helm and it’s ambition to achieve the lowest energy bills in Europe for the UK but consider that the scope and hence findings of the review have some significant flaws. 

As the energy system undergoes significant change, it is crucial that we use this to make users, not supply, the organising principle of the system – to realise the greater system efficiencies and ensure energy users see the benefit, as well as the cost, of the transition. 

It is important that reform to the energy system takes a system approach – a number of the recommendations within the Cost of Energy report, including regarding a single capacity auction, fail to do this

 It is important that generation, networks, supply and demand are considered together as their separation creates adverse impacts on policy regarding energy demand management, a key part of the transition to a smart system and its decarbonisation Cost of Energy
